Manager disappointed I’m not exceeding expectations.

I started a software developer job January of this year. I was excited since its my first real opportunity since I graduated college. It's a smaller company so salary is average but keeps me a float. Skip to today. I had my mid year review and my manager hands me a piece of paper with criteria and everything is labeled “ME” for “Meets Expectations” he then goes off on a little rant that he's disappointed that I'm doing exactly what's expected of me and and not more so he could have put down “EE” for “Exceeds Expectations” I gotta be honest. I've enjoyed this job for the most part but that just killed any notion I had of these people being decent to work for. I guess the bad was going to rear it's head eventually but I didn't expect it to be like this.
