Manager tried withholding my bonus

Hey guys, I'm not sure if I'm just over-reacting but feel free to tell me if I am. So basically I am a sales associate at this retail store. In winter we had an hiring incentive which I would get $250. This is a lot of money for me because I am a full time college student and a part time worker. I didn't see the money hit for a couple months but I thought it would just take time to hit. In March, I asked my manager when were the bonuses going to be given. She stated she would double check and she left it at that. In April, I asked again and with the same response. I finally thought 5 months was too much time. So I asked my supervisor if she knew anything. We went over every single paystubs for this year to make sure I didn't and surprise surprise I didn't. She finally checked if my manger ever sent the form for my bonus and she never did. It bothers me that kept lying to my face about sending an email about my bonus. I feel like complaining to HR. Is it even worth it? If so what should I say?
