Mandatory PTO while On-Call

I was just informed by administration that even though I’m on call for the hospital on Christmas, unless I physically see a patient (and send an email telling them who I saw), I will be forced to take PTO. Context: – I’m in Ohio – they use PTO as “any time off M-F.” So it includes federal holidays, sick time, everything – being on-call means I have to have my phone on me 24/7, have to be within a 20min drive of the hospital (because I can be called in at anytime), no alcohol, etc. – we only get a limited amount of PTO How is this legal???
