My boss basically said that because of our horrible department VP we need to stop using common sense and think of ourselves as the 99% peons that unfortunately wont get anything we justifiably need but must meet goals exceptionally

Was in a one on one with my boss today and I expressed a little bit of frustration at how we are expected to meet new goals in content, SEO, Web traffic and conversion when we operate as a skeleton crew as it is and how we are expected to meet very lofty goals that not only get more difficult every week but add on every week. My boss said essentially in a nice way to me that the VP of our department is so incompetent that he expects the world on a shoestring budget and all of his expectations/goals to be achieved YESTERDAY. He said to “stop using common sense” and basically all logical reasoning and justification has to be thrown out the door, and that we essentially need to hang on by our fingernails and do as much as possible without the extra staff that we were promised.…

He said to think of it like the government versus the people… The government is high on their horse, completely disconnected to what the people need to operate and function while they sit there thinking they are all doing us a favor and solving all of our problems. This kind of blew my mind because it is such a backwards and awful way of not only treating your team, but of doing business. And we have a couple of contractors that in my opinion are extremely extremely underpaid and the work they do for us is a steal at the price paid. And I guess the VP is talking about cutting them because they want a few extra pennies per hour. (Keep in mind company are in the multi multi millions.)
I actually just started hysterically laughing when my boss told me all this today. I feel bad for him and me and all of our coworkers because we basically are in between a rock and a hard place. This is not normal. Or is it? Has anyone else had a similar experience?
