My employer doubled my client deliverables with no increase to pay & denied me accommodations. How do I approach this with HR?

Hi all! I’m new to this subreddit so I apologize if I am unaware of any specific rules/guidelines. I’ll try to keep this brief. I am currently working for a well-recognized Non-Profit Organization that provides Settlement services to newcomers and immigrants. I work in Employment, so my job is to help newcomers prepare for work in a new country, editing resumes, assisting with job search, etc, and this often includes multiple follow up sessions. In addition to this, there is a very rigorous reporting/documentation process, and monthly workshops required. My program is funded but the government, and we are often given deliverables by the government as well. Recently, my manager asked to meet with me to discuss the new deliverables for the year. I work in Employment, so my job is to help newcomers prepare for work in a new country, editing resumes, assisting with job search, etc, and this often includes multiple follow up sessions. Recently, my manager asked to meet with me to discuss the new deliverables for the year. I am (was) currently expected to serve at least 75 clients per fiscal year. The new deliverables have increased that number to 170 clients per fiscal year. I explained to my manager that this new goal seems unrealistic, as I am the only Employment specialist, and am very often drowning in client referrals (and stress) from our Crisis Support workers. My manager did not do a lot to dissuade my concerns, and basically told me this is how it will be, and they will support me with this new workload.

Some context: I drive about 82 km one way to work, as I live quite far from the office. There is a satellite/temporary office of sorts set up in a city that is much closer to me, and would reduce my commute to about 24 km one way. I requested a transfer to this office, and it was denied on the basis that it is not the main location, and would impact client service delivery. Note that I was working from home due to medical issues for a month, and this did not impact service delivery, as most of my clients prefer meetings over the phone or online. The new deliverables also do not come with a pay increase of any sort. I have been working here for a year, but the commute is getting to me, and I often feel unsafe driving home exhausted. I’ve tried to raise concerns with management, but they are not taking me seriously.

I could really use some advice on how best to approach this topic with management, as I really struggle to explain myself, and am new to this field, so I often feel out of place and overwhelmed. Any advice would be greatly appreciated. Thank you for reading through
