My fiancée did not get the PTO she requested due to a system error

My fiancée currently works at a casino in CA. We decided to go on vacation to Disneyland/Universal Studios from the 26th to the 30th of September. We had a great time but shit hit the fan when we go back. For context, my fiancées job requires her to take at least a week off for vacation time for whatever reason. She submitted her request for vacation and it was approved and she doubled checked that everything was good before we left. It showed on her end that she had about 39 hours of PTO for this vacation which of course would have covered the whole time she was off. The day she came back to work after our trip, her manager told her that there was a system error and her PTO balance was not properly updated until just recently and it turns out she only had about 8 hours…

The day she came back to work after our trip, her manager told her that there was a system error and her PTO balance was not properly updated until just recently and it turns out she only had about 8 hours of PTO for the whole trip. She had taken a few days off in May and in June but for whatever reason it was never accurately reflected in the system and the payroll department just now realized it. And somehow none of the managers also noticed it even though they were the ones who approved her request.

Obviously she was upset when she was told this and she is currently looking for a new job but is there anything she can do to fight this? Her job is union based and she has tried calling them and leaving a voicemail but they have not gotten back to her and this feels like a violation of labor laws or something.
