My job doesn’t pay us for work duties cause we’re not in the building

I work at a bank and the bank drive thru opens at 7:30am, lobby opens at 9am. Two people must be present to open the building in the morning. We’re scheduled for 7:10am, meaning we need to be clocked in by 7:10am. So really you need to get to work 10 minutes prior to 7:10am. If employee A is on time but employee B is running late, they’ll both be considered late. Only one person is allowed to enter the building at a time while the other watches from their car to ensure if something fishy is going on they can call police or nearby security. Only way we can clock in is through ADP website on our desktop computers. We can’t clock in using our phones or a old fashioned punch in machine. You have to wait for the computer to boot up, website to open, then clock in.…

My manager believes we shouldn’t be paid for sitting in our car waiting for the all clear sign, or paid for waiting for the other employee to show up. EVEN THOUGH these are work duties. If we were to skip these steps we’d be fired. (It happened to a previous coworker) So if we can be fired for not doing these duties why can’t we be paid for doing them? The computers aren’t all updated and fast ether. Sometimes they’ll take 5 minutes for just boot up and begin opening programs. It’s BS.
