My partner is always “late”

My partner who works for a big resort company got told yesterday that she had to help a new employee to their work station because she is always “late” in. The time that everyone is meant to start work is 10 and if you start earlier it doesn't mean you can finish early. She will get to work at about 940 and then be at her work station for 945, this means she can chill out for a little bit before starting. Her manager stated that she's late compared to other people who work there, but why on earth would you need to be there any earlier than she already is? When she has spoken to colleagues they have stated that sometimes they start work at 9?! Apparently they do this so they can chill out for a bit at the end of their shift. I don't get why anyone…
