My wife is being terrorized by a bully boss, should she submit a formal grievance?

My wife is coming home in tears after another day of abuse from her boss. He yells, screams, shouts, swears, and lies to to her every day. She works as an Office Manager in a large office building for a leading employer in our small town. Yes, I know she should just quit and leave the abuse behind her. Not so easy in our small town where we are trapped because we live hundreds of miles from a large city with lots of jobs. She needs to hold out a few more years to be eligible for her pension and then Social Security. But her mental health may not last that long. She has tried keeping her head down and redoubling her work performance, but that has just made it worse. Yes, I know she should just quit and leave the abuse behind her. Not so easy in our small town where we are trapped because we live hundreds of miles from a large city with lots of jobs.

She needs to hold out a few more years to be eligible for her pension and then Social Security. But her mental health may not last that long. She has tried keeping her head down and redoubling her work performance, but that has just made it worse.

There is a formal grievance process at the company and an open door policy where employees can meet with their bosses manager to try to work things out. This is a non union environment. If that does not work, she could go to the COO and then the CEO until the issue is settled. According to the Employee Handbook the company can't fire an employee for submitting a grievance or use the open door policy.
