New hire difficulty

Not sure if this is the correct sub for this post but I'm hoping for some advice. I am a nurse and recently got re-hired at a hospital I used to work at. As I was going through the onboarding process, I went to sign up for benefits and the company website gave me an error message basically saying: “authentication error – contact your system administrator”. I am unable to sign up for benefits or even direct deposit as it is all through the same site. I messaged our on-call HR service letting them know, and they told me to contact IT. So I called IT, who then forwarded me back to HR saying they weren't able to fix it on their end. As I was going through the onboarding process, I went to sign up for benefits and the company website gave me an error message basically saying: “authentication error – contact your system administrator”. I am unable to sign up for benefits or even direct deposit as it is all through the same site. I messaged our on-call HR service letting them know, and they told me to contact IT. My boss then forwards the email to everyone she can think of that could solve the problem, and HR said they would reach out to IT directly to fix the issue. A few days later I get an email from IT saying they resolved the issue, yet I am still unable to access the site. I have re-opened the ticket multiple times and they keep closing it saying it's resolved. I called the main HR line, payroll department, and IT again this morning and they just told me they would open another ticket but that was all they could do.

My worry is that I am only able to enroll in benefits until 9/28 as a new hire, and was told in orientation that I wasn't able to participate in open enrollment this year and would have to wait until 2024 to enroll if I missed the 9/28 deadline (?). This has been an issue for two weeks now and I am still unable to enroll in benefits and sign up for direct deposit. I need advice on how to handle the situation because I feel like I have done everything I can think of and have gotten nowhere. This is in Wisconsin if it helps.
