No Upward Mobility in Library Field?

I'm writing this post to bemoan the severe lack of promotion opportunities in my library, specifically the fact that the old librarians aren't retiring. I was hired as a part time Librarian 2, I have my MLS so I thought it'd be a matter of time before I'm brought on full-time especially with so many older (over 70) full-time librarians at retirement age. I even did a sneaky thing and read one of the old full-timers' email when she asked me to relieve her at another desk on the same floor (she didn't lock the computer and it was open to the email). The email was asking HR about retirement and this was 6 months ago. But nope! She's holding on to the position with her bony claws and honestly frustrating me! She's very nice to work with so I don't have personal beef with her (or the others) but…

I've indicated to our supervisor that I'm interested in full-time work and she knows this but can't do anything about it. I've been considering applying to another city's library for another part-time position so I could get 40 hours that way but I really don't think I should have to. I hate how the city just won't allow more full-timers. I have a Master's for fuck's sake, one that I had to work through my ADD to get! This is ridiculous.

I could use some advice and words of encouragement, even though I feel mean writing all this.
