Nobody gets perfect

Why do companies make reviews where the highest score is unattainable? Like 1-5 but we never give anyone 5s because that would just be crazy. Why even add 5 to the rating if I can never get there? It's so demotivating, why bother working hard since I'll never achieve the highest score? Is there some psychology that just isn't working on me or something?
