Not sure if this is the right place. Company did wage freeze and layoffs but still investing money into company?

I work for a manufacturing company and they’ve laid off over 1/4 of the staff these past couple months. And just started a wage freeze. (No raises). We’ve gone down 50% in production. But they have been repaving areas, putting up new buildings. Updating existing buildings. Bought 3 new semi-trucks. So we are all really confused. Are we going to shut down, we must not be because they are still putting money into the company. Some theories are, they are selling, they got money from grants that they need to show for, They are just using the down time to do what they’ve wanted to do. The company is privately owned and we are told everything is fine, people just aren’t buying the product but when they do everyone will be hired back. Anyone seen this happen. What’s the writing on the wall?
