Owner is the HR

So I’ve been working at a local grocery store for about a month now, as the title says the HR is the owner who I’ve never met but everyone seems to despise. The company desperately needs an hr department, everyone feels jaded about management and people quit all the time. Recently I was given a formal write up without any communication beforehand after a minor infraction. No one feels listened to and management seems to have a habit of watching from the cameras and building files of every minor infraction and sitting on it until it’s convenient to bring up (they did this from my first week while I was being trained). Is there anything I can do? I don’t think legally (I’m in California) there’s any laws about requiring HR but it’s a massive conflict of interest. And most of the employees have low morale.
