The company I work for makes the front desk ladies stand in high heels for 10 hour shifts.. how is this allowed?

I am a program manager where I work but the relationships between some of our office staff and my superiors are close.. as in they’ve worked together a long time, have close relationships. I called an office assistant out via an email (in a professional manner) for stepping out of her job title and interfering in matters related to a few clients of mine. I am a counselor, she is an office assistant. 2 days later I had to go into a meeting with my Clinical Director and was told that I was “creating a hostile work environment” because I was “acting like I was above office assistants.” I took this really hard, as I always understood being accused of creating a hostile work environment was a pretty serious allegation in the workplace related to harassment or worse. What are the things interviewers have said that revealed it was a good company? my company now sucks a LOT and I'm in the process of moving

So, for the past few weeks I have been trying to get a shift changed, so that I don’t end up working until 12midnight, then driving into office for an hour and half to make it in for a 8am shift. I have repeatedly asked my manager about changing this, and he said he’s fine with it if I could get someone else to cover for me… well I asked everyone besides just one co worker to get this changed and they all wouldn’t do it. So I asked my manager about getting this changed for about the 3-4th time as it’s not working well for me…. He then called me and he clearly was already upset, said I’m unreasonable, I make ridiculous requests, and I’m irresponsible… I truly tried to stay calm on this call… I don’t think I said anything wrong on that call, but I did try…
