Pick n Save and meal breaks

My daughter works at Pick n Save and she never/rarely gets a consecutive 30 minute meal break. She sometimes only gets 15 minutes once, sometimes 15 minutes twice. She is required to clock out for these 15 min breaks. This is whether she works 6 or 8 hours. In WI, law is no meal break is required for those over 18, but if not able to take a 30 minute consecutive break as “off-duty”, it must be paid. This has been going on for over two years now (she has complained about it to me and I told her to get clarification from her boss and she won't). She brought it up again today and I suggested she contact her union rep to tell them what's going on. I honestly feel like she might be owed big time back pay for what I think sounds like wage theft. I hope she follows through with her union rep. I would not be standing for this if I were her, but I'm a little bit more outspoken. She's in the department that shops for pickup customers and they are severely understaffed with constant pressure for speed and accuracy beyond what is possible. She is looking for a new job.
