Position Name Change

I had an employee move departments as this was intended once they received the basic training and knowledge they needed from my department. They reached out to me recently regarding direction for a personal situation and asked about their title. I said ya know that s something that probably needs to be updated for a number of reasons. Mind you they were not asking for a raise or anything. They just didn’t genuinely know what to put down since their position had evolved from the original title given. After asking a C level manager I received a “no that just snowballs into other people finding out and wanting title changes. Then it becomes a title change plus additional compensation.” I whole heartedly believe they do deserve a pay increase but that was not even part of my question to begin with.
