Possible tip theft? Looking for answers.

My (20m) girlfriend (18f) has been working at a restaurant in BC, Canada for 14 months now. Her manager, named Jane for this story, seems to have a monopoly over tips. It is important to say she also serves. While servers get their tips, she hires young “hosts” to do everything from clear tables and take orders to do takeout orders for her. My biggest red flag has to do with the takeout orders. My girlfriend has been doing takeout orders 5 days a week for 14 months, since she started working there. Jane demands she uses her own login when doing these orders. This means that Jane takes home ALL the tips from takeout orders, even though my girlfriend has been doing all the phone calls and taking the payments once they are picked up. Is this legal? I did some math and realized Jane has made almost $45000…
