Prospective job won’t pay me for training and I owe $60 for onboarding

I decided to become a substitute teacher because I like working with kids and want to choose my own hours and days of work because of my busy college schedule. Most other places I've worked at refuse to honor consistent days off. They will pay me 4 dollars over min wage only because I have an extensive college education (but less than a BA). Substitute teachers don't work with the school system and are only hired through a 3rd party. I've heard many bad things about this company, but good things about the actual job (except for the occasional abuse from students ofc) I thought in my state it was illegal to have employees do training for free so how is this company and others able to have me do at least an hour 30 min of free training? I thought in my state it was illegal to have employees do training for free so how is this company and others able to have me do at least an hour 30 min of free training? (which also ofc contained many serious policies and laws pertaining to working with children that they should 100% make sure people actually pay attention to instead of a 5 question survey at the end that has unlimited tries and paying more attention to how to adress the press when something goes wrong). I also have to pay a total of $60 for a background check, finger printing, transcript sending, ect.
No other job that's “desperate for workers” have gotten back to me in 2 months, been there done that every time I look for one, and I need a job now so I am feeling like I have no choice even though this job is a big red flag. The places around me understaff so badly on purpose it makes me so depressed. Everyone I tell this to says “get in line” it just makes me depressed to have to work 4 hours to make up for everything I paid to get this job. Is this really the norm?
