Quitting job for a ‘client’

I am currently working as a financial regulator. I got the associate position here straight after finishing masters programme at university and been working here for about half a year now. I realise that I still have to gain a lot of experience before considering a move but I just wanted to hear advice from someone more experienced than me about how to build my career going forward – if I want to eventually leave for one of the regulated companies, how do I prepare for that and what do I do to accomplish that once I am ready? How do I approach those regulated companies and negotiate moving to them without risking losing my current job?

Alternatively, could you please recommend any other career progression that you would consider in my position (except for internal promotions within the organisation)?
