Recruiter dilemma

I work as a recruiter for a trucking company, and as of yesterday my department sent over an email saying if we have an application that has any of these companies listed in the last 10 years to not review the file and instead have leadership review. No reasons were given. The companies were UPS, YRC, USF Holland, New Penn or Cox petro. Im really bummed because i had a great conversation with an applicant who was supposed to come in for an interview today and I was told due to business needs dont extend an offer or even have the interview. The guy has nothing I could reasonably take him out for and we are actively hiring in the area. Im guessing it has to do with the recent strikes/unionizations happening. Is this legal, is there anything i could do without jeopardizing my job?
