Rejected from what I thought was a perfect fit. 4 months into my searching

I have been out of work for 4 months now. Recently, I had a 2nd interview for a Data Investigator position for which my background wad a perfect fit. Aside from there being someone who agreed to do the job at a lower rate, I just don't understand why I wouldn't be moved forward. It is getting frustrating. I have 20 years of occupational history, a degree, awards, and professional certificates. I am now getting rejected for data entry positions. Where are all these 'new hire' numbers when I need to be one of them?
