Reporting District Manager

So I work in a retail store in Canada. We’ve had 8+ thefts since Nov 25. The thefts are done by teens who come with threats and attempt to spray mace if we try anything to stop them from stealing. These same teens mace other stores/people in the mall and are known in the city and by the police. Just yesterday they were fighting with rival teens outside our store. Every incident has been reported and every response I get when asking for other options such as an in store LP officer or a Security guard get turned down and I’m basically told we aren’t doing enough in store. I was thinking that if these thefts continued to happen, which they have, that I would maybe looking into reporting my DM to HR. I feel like I’m not getting the proper support and that he isn’t caring about the safety…
