Required to be at work 15 minutes before my shift

I got laid off recently so I’ve been working for a hospitality agency as a stop-gap. The pay is pretty terrible and they require you to do unpaid training and buy your own uniforms etc. Not great (especially with my financial situation) but they’re an agency so I know they can get away with it and I know it is what it is. My real issue is that they require you to be 15 minutes early to every shift. The hotels I work in are pretty huge so it does normally take that long to find where you’re supposed to be working, collect any extra uniform (waistcoats etc) that they need you to wear. Is it legal to not pay us for this time?
