requiring employees to find someone to cover thier shift, opionins?

Is it wrong to require employees to find someone to cover thier shift to allow then to call out or take a day off. Also shouldn't you get paid for the time you spent “scheduling”. Many years ago I worked a serving job and came down with a virtigo. I was dizzy nauseous and couldn't walk. Boss told me I had to come in unless I found someone to cover my shift. Well I could barely see straight enough to dial the numbers. Not to mention I didn't have everyone's number to call. In the end I drove to work stumbled in and collapse in a booth. Boss got mad at me for even coming in cuz I looked terrible and sent me home. No write ups or anything else. But it could of been all been avoided if the manager just found someone to cover my shift. Thoughts?
