Sick of ambiguous instructions

I'm so fed up with the “system” at work. It's an otherwise good workplace, with the bosses following the rules etc. but my god they are terrible at writing down the proper instructions or telling everyone about them. We have our routines and everything written down, and are told to stick to them, but when there are changes made or details that are unclear, they're so slow to update them. And when you ask a coworker they'll say “well ___ said this and that to me” but there's nowhere it's written in black and white. Then you get told off for working overtime to finish your tasks that are written down in the instructions. Like, it's great I don't need get everything done if there's not enough time, but literally let us know beforehand.
