Still waiting on my last paycheck

I work as a paraprofessional educator for students with special needs. I recently left one school to go work for another with the incentive being a decent jump in pay. I left the old job at the end of a two week pay period which meant I could expect my usual check on 8/3. Except I still haven’t received it. I was annoyed at first but assumed it was likely in the mail. I emailed HR on Monday to see if that was the case. They informed me that it was direct deposited as usual. Which was weird considering no it wasn’t. They insisted that this was a problem with my bank and there was nothing they could do. I called my bank to cover my bases and sure enough, no deposit. He said that he would look into it yesterday at 9am. i’ve heard nothing back even after 3 increasingly desperate and angry emails. I don’t even know what the issue is because no one will tell me. I live in TN and have learned the law is that an employer has up to 21 days to issue a final check which is absolutely insane to me. I live paycheck to paycheck. I’ve got bills that are already over due. they have absolutely fucked me and won’t tell me why.
