I work a job at a smaller aviation company in a right to work state, and its terrible. I've worked here for a little under a year and a half, and I have no clue how I made it so long at all if I'm being honest. I have a fellow coworker that everyone very heavily dislikes, except for upper management, which is not suprising. He has issues going back before I even started, with being an utterly uncontrollable asshole to anyone thats not management. Even when my job had not much to do with him he would still come to my coworkers and I area to make complaints, demands, and just be terrible in general. He's the type to act like a supervisor but isn't. He eventually got promoted to an inspector role somehow, and now works directly with the area I previously worked at inspecting things before they pass through even further. After this promotion of his, he's just gotten even worse as now he can reject things, and come over and yell at you if something isn't up to his standards. We've had a walkout over this guy, had arguments that led to screaming matches with him that had to broken up(Which funnily enough has happened with everyone except the new hires that have been here 2 weeks), reported him to our managers multiple times, had talks with management and him, Emailed HR (Who is a one person team and is useless, as they never reply to any emails or trys at contact) and we know the issue has been pushed up even further above our site manager, have reported him for smoking indoors in clearly marked no smoking areas, and he's still here. They have held countless meetings, added new placards of no smoking signs, and claimed they've talked to him and he'll do better just for him to turn around and act the same in 2 weeks (Even going as far to have a meeting to say that communication, has 2 parts that can make it bad, Delivery, and perception and if we percieve it bad thats on us) Its been a huge rant, but it all feels kind of pointless, and that no one cares if he's terrible and unliked by everyone by his actions as they just sweep it under the rug all the time. It all came to a head when I had another bad reaction yesterday in which I got cursed at and told I'm not qualified to answer any of my coworkers questions to help them out, and I ended up texting my manager and he hasn't addressed it or anything. I'm pretty sure he's never even had an official disciplinary action other than talking to him. Is there anything I can do, or do I just suck it up?
TLDR: I have a terrible coworker and management just doesn't care.
