They talked about wages, now what?

My GF was just hired onto a new position for a new facility at her company a few months ago. She overheard her coworker offhandedly mention her wage and my GF realized that she is making less than this coworker despite having a position with higher technical knowledge. She was happy that her coworker was making said amount but also felt a little frustrated that she had to fight for the wage she is at. I have extatically told her about organizing her workplace, talking about wages with the rest of her workers, etc. but she isn't a button pusher and her direct manager wouldn't have the power to do anything about it anyways. This company has a history of breaking up unionization efforts, specifically breaking up staff by transferring them to different positions at different locations. That is not a risk she is willing to make at this time…
