[Toronto, Canada] Full time salaried position eligible for overtime pay, but pay hourly when expected hour does not met

My expected hours of work is 37.5. In my company, we have to input timesheet ourself to reflect the number of hour we have worked every week. The work came from the schedule everyday. If I worked 4 hours, I can only put 4 hours. If I don't schedule for work, I can not put any hours. We do have peak season during summer where it is likely to work over 37.5hr each week. Whenever I worked over 37.5 hours. I get normal overtime rate which is x1, when I worked over 44hr, I get premium overtime rate which is x1.5. According to company policy, the extra hours that have been worked are banked and you can use it as PTO. However, when it came to slow season like winter, the workload is less than 37.5hr. Usually get 20-30hr. I have to use my banked overtime or PTO to push…

Is this normally in Canada or the company violate the contract?
