Uncaring manager

My 41yr old sister is dying of brain cancer. Officially on her death bed and not thought to make it to Christmas. I talked to my manager about time off to spend with her. All I was told was “so and so is off next week for surgery, you only have 33 hours pto and you can’t use sick time” my SISTER is literally dying and she can’t make it work?? I don’t even care if it’s unpaid. I could see if it was a distant or elderly relative but she’s 41 and my nephews are 11/14. Her husband is going in to the hospital for a bowel resection as well. Manager knows all of this but is acting like I’m a major inconvenience and selfish for wanting the ability to spend what little time we have left. She’s also said in the past that if anyone in the company…

She’s also said in the past that if anyone in the company doesn’t give 2 weeks notice we don’t get paid any vacation or sick time we have accrued so I can’t just quit without forfeiting a months worth of time off. Workers should be treated as humans with families
