Union questions….

So like I’ve been noticing a trend of businesses like Walgreens and such, promoting a huge percentage, like well more than half their staff to supervisor positions. I was wondering if this is mainly done as a (technically legal) way to prevent unions from forming, as supervisors and management cannot join unions due to conflict of interest? Like I’ve seen schedules with a dozen employees, in which 8 are shift supervisors….
