Unplanned leave

I work from home. My usual shift is from 8 to 5, with non-paid lunch. I recently scheduled a delivery and installation of a new appliance, with the suggestion that the tradesman arrive at 5. However, he arrived at 4. I emailed my manager, explained the situation, and said I would sign out at 4 and sign back in when I could and make up any time I had missed. I expected that I would be out from 4 to 5, then sign back in at 5 and work until 6. My work deals with cases and files which do not have to be completed at any particular time (and the normal workday runs until 7). There is no client contact in my position. My manager okayed the shift, but told me it would be classified as “unplanned leave” even though I would not be using any leave–the company would not be losing any productive time from me–I would still put in my normal 8 hours this day. I asked how this could be considered unplanned leave as there was no actual leave happening. This is more than just a semantic quibble–there is a financial bonus for anyone who does not utilize unplanned leave.

Am I wrong in thinking this should not be considered leave if I make up the time during the same day?
