UPS Contingency Program, are people automatically enrolled?

Hello everyone. I am posting on behalf of my sister who works for UPS. She has been doing office work for the last 19 years and been with the company for at least 12 that I can remember. From what she told me tonight, she isn't part of the union and is on a salary based income working a more manager type position. What UPS is doing to her is if the strike happens and an agreement is not met, as part of their contingency program they are sending her to El Paso to be a full time driver. She is almost 50 and hasn't done strenuous Mork like this in almost 2 decades. Not to mention she will be 10 hours from any of her immediate family who may be able to help her. I know you guys are very knowledgeable here, so my question, are people automatically enrolled…

I know you guys are very knowledgeable here, so my question, are people automatically enrolled in their company's contingency programs, do people sign up to volunteer or is it something that would be in her contract? And if she isn't enrolled in any official way what can she do to say no to going without risking her job?

Apologies mods if this kind of thing isn't allowed, I just can't an answer for this anywhere else and am at a dead end
