Utah – not being paid for required training

I work at a daycare, trying to get out. I get paid $15/hr, no overtime. Heck, I don’t even get vacation pay. They want me to do 20 hours of training a year, with at least 10 of those hours being face-to-face. Classes apparently cost $5 now (idk how much they normally are, I guess they’re on sale or something), and will get reimbursed up to $25/quarter. How legal is this? From my research, Utah employers are required to pay for mandatory training, but can they get by by saying they’re reimbursing us up to $25/quarter? And so that $25 counts as “payment?”
