Vacations Refusal

Just recently changed work. In the interview process I’ve mentioned I had an (expensive) week vacation already planned coming in 2 months. The interviewer (now my line manager) brushed it off that it wouldn’t be a problem. Fast forward, I was hired and now HR says I cannot take vacations until October. What are my recourses?
