Was hired as an electronics technician, so far I’ve only inventoried unrelated equipment

I was hired to troubleshoot and repair electronic equipment (the specifics are NDA'd so I will have to keep it very general). I have extensive experience the field, I retired from the military as a radar technician and worked as a crew chief for a radar system as a civilian right after I got out. My wife wanted to move back to her home state so I found this job and we moved. I don't have specific experience with this equipment but I was promised that I would receive OJT type training to learn about the equipment. After all, troubleshooting and repairing electronic circuits would be the same for any type of system, so I have no doubt that I would be good at it, this type of thing would be my hobby if I didn't do it for a living. I work at a remote location and my supervisor is located in another state. He has stated several times that I would be going out there to the main site when they were refurbishing a system so I could shadow one of the other technicians. So far I've gotten what feels to be “the run around”. They are paying me what a technician with 30 years of experience should get, but so far Ive just been collecting a paycheck and waiting. There is one other employee here but he is a logistics tech. His job is to pack and ship unrelated items to my job. I help him out by inventorying items that come in or go out but this is nowhere in my job description. He's a cool guy so I don't mind helping him out since he has his hands full.

I understand why I was hired; to field a team of technicians that would support the local area so that the systems do not have to go all the way to the main site. It just doesn't seem to be going very quickly. It's moving at the speed of government, so I'm getting bored and starting to wonder if I'll ever get a chance to flex my technical muscle. I want to give the company a chance to get the program up and running but I also feel like I'm wasting my time here.

What would you do? Stick it out and do a job that I have no business doing in the hopes that the program here comes together or start looking for more fulfilling work?
