What does management get paid the big bucks for if they say it’s not their job to find coverage for sick workers?

My job has just about as many redflags as a job can have. As soon as my assistant manager got promoted to manager he has done a complete 180. We were told if we call out sick it is now our responsibility to find coverage or we have to come in until they can find someone to cover us (which rarely happens and you'll work the whole day sick). He will write you up for refusing to find your own coverage and not come in and then talk about that person the whole day to the other staff. Everything at this job is a write up. Also I'm aware most jobs have favoritism, but this guy takes it to the next level. He has his 2 sons working there with us and they are beyond lazy and problem starters. Only recently since more people have been complaining about them has he pulled a few of us aside and asked if we feel they get let off the hook about things because they are his sons.

Taking PTO is a joke. We have to request time no later than 2 weeks before (standard), but then you don't know if your time is approved until the schedule comes out for that week. Then, they don't keep track of it like most businesses do. If you don't write in your PTO then it will be unpaid because it is “our responsibility to make sure it's written down”. Thankfully I'm making my exit at the end of the year but damn what do these people get paid for anyway if we have to do their job for them?
