Whats with retail companies not following meal and rest break laws?

I’ve worked retail for over 20 years. Most of that time was in CA, where companies I worked for took meal and rest breaks pretty seriously due to audits, fines and other measures. Now I’m in CO and I was just talking with an employee at a retail store run by a certified B Corp company and he told me that he’s working an 8 hr shift with no rest breaks and he cannot clock out for his lunch. It’s gross that companies either do not ensure their leaders understand local labor laws or that they hire managers that take advantage of younger workers.
