When do you call it quits?

I work for a startup in a management position. I came to the startup for growth, opportunity, and equity. I’ve been told multiple times now that I don’t have the skills needed to do my job and we’ve hired people above me in every angle so there’s no room for advancement. Confirmed by my manager that I should take another position that they’re trying to fill below what I do today. I’ve been looking for other opportunities, but nothing has come to fruition. I recently found out through the job board that I’m getting a new manager one level above me and when confronted on it my current manager told me to look at the posting to see what skills are different. I hate the idea of complaining and feel like I stood up for myself multiple times asking for more opportunity. At what point do you just call it…
