why do jobs expect us to put in a ton of effort when there are no opportunities for raises?

My job pays $15 an hour, minimum wage in my state. My manager gets angry that we aren't putting in 100% effort even when the goals are unrealistic. I work in a retail store and we're given daily goals. My goal for a 4-5 hour shift is usually to get 10 people signed up for our membership and to get people to order $40-$50 online while in store (an alternate option when we are out of stock) Not a terrible goal for a cashier but my I do stock and cleaning. Sometimes customers will ask for help a couple time sin a shift but that's the only opportunity for me to try to meet my corporate goals. And it's like…why bother trying? We don't get raises. There are people who have been working for 3+ years who haven't gotten raises. Why would we be motivated?
