Why does management let things fester

So today I caused a mess. What meant to be a normal 1 on 1 conversation with the weakest link turned into a whole scene. The guy was able to skip weeks of work thru the first 6 months of the year. Got paid for all of it, wayyyy over exceeding his pto. He was doing this under the rader but management caught wind and let it fester. Final consequence? Implementing a point system and time clock every starts a square one. Only Took 6 months. Same guy, sits on his phone all day directly in front of management no care in the world. It’s got bad. Real bad. He’s neglecting his work causing equipment issues, management is getting upset. Everyone’s concerned further restrictions are coming or a revised point system. We’re a small company. Things can be talked thru one on one. Instead management lets it’s become an open…

So the conversation went well kinda. The guys being a little petty but “understands” my side of not wanting further restrictions. Management caught wind of the end of the conversation with him and told me I messed up their plans for this guys negligence. So I may have made things worse.

Was I suppose to sit back and just watch this fire burn then deal with the clean up? That’s what I did the first time. I was using pto for the dentist while this guy was sleeping and getting paid like he was working.
