Why don’t workplaces care about good service?

I’m working my a$$ off as a customer service employer and I’m making minimum wage with a few years of experience. I’m job hunting right now of course and I’m planning a civil order against my old work because of breaking workers rights but it’s out of America so there’s another law. I talk about unpaied overtime, unpaied nightshifts etc. It’s humiliating to see how many underpaid jobs offers are trading and people still are applicating to these because they desperately want to make ends meet. Like rn I’m giving my minimum so I’m not helpful, not overly nice but still low expectations polite and people notice that like I do and we all are draining in circle where service is weak, wages are low and ‘no one wants to work’. Why even small businesses think they can get quality by low quantity?
