Work Kerfuffle

So I am currently a trainer at a solar install company. I have the most seniority among the training team (2 Years most people don't last here but I have a good time). Out of necessity there is a Spanish speaking trainer. The last guy was cool but this new guy is the younger brother of upper management and has caused all trainers to be put under P.I.P (Performance Improvement Plan) with the risk of demotion or terminations. Management said that everyone was put under P.I.P in order to “avoid showing favoritism and/or discrimination”. Once the P.I.P expired it was renewed for everyone for an unknown but likely similar reason. I currently do have a document that has outlined his P.I.P violations but I feel that submitting may result in problems due to the vague “no retaliation” policy. ​ What's the move? What's the move? I want to keep this position but he is making things difficult.
