Work wants to force me to take a lunch break

So we just got a new temp manager after the first one got fired and the assistant quit. He has been hounding to run this location like his other location, and cut everyone's hours to nothing, and of course absolutely no overtime. For over a year I have never taken a break, instead just snacking throughout the day, keeping busy qith work. I also do try and avoid overtime by going home early. It is a small perk for me eating at my desk while working. He writes the schedule, scheduling me an hour and a half of overtime, but no breaks on the schedule. I inform him that I will just leave early certain days because of how I don't take breaks. This is the lovely email response. I am in the great stat of florida btw. “Team, It has come to my attention that we are often not…

“Team,

It has come to my attention that we are often not inputting our break times into Paychex and/or not taking breaks. This can no longer occur and is a non-negotiable company policy. Below is word for word our company's policy as found in our employee handbook. I understand if you are the only one here, that it is impossible. That is only a once-a-week occurrence that will soon change, not every shift. We CANNOT go into overtime, or there will be no other option but to cut hours from Leadership. I know there have been a lot of changes in one week, but we will get through this as a team. Let's work together and hold each other accountable or I will be forced to follow corrective action.

Time Records
“Employees must record actual hours worked each day and will be paid for those hours only. The record MUST include the arrival time, departure time, meal breaks of 30 minutes or more, overtime, and time spent away from the job. This record must reflect actual time worked, not a schedule. Non-exempt employees may not work without properly recording time worked using Trulieve’s timekeeping system.”

So, I don't see anywhere in this handbook quote that says I have to actually take a break, just that I can't fraudulently clock in and out. Is that what everyone else sees?
