Would the ethics hotline care if HR doesn’t?

I work in a corporate office in the headquarters for (retracted) company and we got a new office manager like 7 months ago and a few coworkers (myself included) think she's taking advantage of her role and HR doesn't care. She's a salaried employee, comes in usually 8am and leaves work early everyday; if her supervisor is in office she'll stay until 3:30-4 but if she's gone she'll leave around 2-3pm. She has already used up all her vacation and sick pay time so she'll usually leave for lunch for 2 hours minimum to take care of personal errands then return to the office with her lunch and eat at her desk. We brought up her leaving early everyday and the HR director said it was already discussed when hiring and because she lives far and has kids so they allow her to leave early, but most people in the office has kids or lives just as far if not farther away but they don't/can't to do the same because they are hourly.

I personally don't like her as she talks down to me like I'm a child because I'm autistic, but when I brought it to HR they said they would talk to her but nothing changed.

We have an anonymous ethic hotline poster hanging in the mailroom, would they care and do something about it or is it moot? (Also I'm on mobile, so sorry for any weird formatting. Please and thank you)
