Writing up people who can’t take breaks

The hospital I work for in Delaware is writing people up for not being able to take breaks. They haven’t come for me yet so I’m not sure if exact wording, but it was based on the time clock. They did not take into account short staffing which makes taking a 30 minute lunch break impossible. I reported them already to the compliance line and looked up exceptions to it, which there are many that would apply. Also, I have heard that they have been automatically taking the break wage out of our checks if we don’t clock in and out. That would mean if I don’t take my break then they take the money anyway What should I do if they write me up? I will refuse to sign, but is there any other way to stop them?
