Employer backtracks on pay raise…

I work at in a retail/farm combo type of business, so far I’ve been running the cash register on the retail side. The farm business is seasonal and is starting up again soon, and I was supposed to transition to a position that is second in command to the agricultural director, with the intent of taking over the role some day. They put up a fake title (“farm captain”) and HR agreed to a $1 raise. Found out today the owners refuse to raise me more than $0.50 because I need “training.” This was never mentioned in my interview, and the current Agriculture Director felt my previous experience was comparable enough to not need full training. Is this something I can report? To who? I’m in Michigan state. At this point, I’d rather just separate from the company and find something else because the wage is already too low for…
