HR believes we’re more productive at work during fire alarm testing days instead of working from home

My office is inside my town's convention center, and every now and then they have days where they test the fire alarms. The first time they gave us a heads up and my manager told us to work from home for the day. Well apparently HR got mad that we did that (even though we're literally authorized to work from home every so often) so now they don't tell us when there's testing so that we come into the office. They'd literally rather us listen to blaring alarms and lights flashing all day instead of working from the comfort of our homes. Surely productivity won't take a hit!
