Paid only scheduled hours, not any time beyond that.

A friends son worked at a restaurant and was scheduled 6 hours a day. Every single day he worked over the time scheduled, since it was closing and they had to clean and such. Any ways- his checks were only 18 hours. Precisely 3 days times 6 hours of work. What course of action can/should they take. He quit working there but I can’t help but feel they should contact someone. This is in VA and he’s under 18 too. Thanks for any thoughts and ideas.
